that means:
Areas without industries and low density of housed equipped with
heating plants.
Areas with low density of industry or houses but subjected to
frequent winds and/or rainfall,
Agricultural areas . mountainous areas.
All those areas shall be at least 10km to 2km from the sea and
shall not be exposed to winds directly from the sea .
